  1. It looks like they dropped off a dog? The woman has something in her arms and the guy clearly has a dog on a leash goes in the building and doesnt have the dog on the leash anymore and the woman isnt carrying anything and now he guy is carrying a dog?

  2. This is not a garment exchange at Walmart for pete’s sake! You can’t just exchange a dog like it is a pair of shoes you don’t want anymore! Geeze, anyone lousy enough to dump a dog at animal control doesn’t even deserve to have another dog much less take one when the shelter hasn’t even had a chance to find the dog’s owner yet.
